At what pitch should a flat roof solution be used instead of shingles on a low slope residential roof?

I have a 3/12 low slope dormer on the back side of my Cape Cod. One roofer suggested a self adhesive flat roof system (which I’m told costs more) while another roofer said covering the dormer with an ice shield and shingles would be enough to prevent leaks. Who to believe?
