Can i request a different teacher if i don't think im being tought properly?

i think that the students should have the right to chose teachers that fit them best. i had great teachers my first semester but then it changed over now my teachers are horribal and my gpa went from a 3.7 to a 2.0.... all because of whos teaching. its our education anyway if they dont make the cut then they should change...
